My daughter Sarah came this weekend and dug. All along the side of the house. She removed the damaged PVC drain pipe and replaced it, then extended the trench and new pipe to the sidewalk beside the street. Attached the downspouts firmly.
The hope is that this will prevent water pooling at the end of the driveway during heavy rains. And then, from coming in under that garage door. The next chance of rain is Monday, so we'll have to wait to see.
I got an estimate of $7000 to fix the problem, and it would be amazing if one woman with a shovel could fix it for $100. And I'm not convinced that the $7000 fix actually addressed what needed to be fixed. But even if this doesn't cure the problem, the old PVC pipe needed to be replaced.
Finding honest, competent people to do house repairs isn't easy. Thanks, Sarah for doing this for me.

I have noticed a few homes with a dug out area in front of the door on the garage and a pipe leading to a lower area for draining..... but here- freezing would make that unworkable.
You could also have the garage floor raised....so water didn't go inside.
All of that sounds expensive and doubtful to solve the original problem of a garage lower than the street.
